people in dominicaxe, and in mexico the death toll from a 7.1 magnitude earth quake climbing to at least 225. rescue workers there still pulling people out of dozens of collapsed buildings including a school where at least 20 children were killed meantime the president meeting with world leaders from jordan, palestine, africa and the uk today, and the president now meeting with the leader of egypt before heading back to trump tower in new york city. we're on that story and much more, tonight. this is risk & reward i'm elizabeth macdonald let's get to the markets still in record territory, the dow and s & p closing at new all-time highs today. the dow up 41 points to end at 22, 412. this is the 58th record close since president trump was elected. now more in the media meltdown, over president trump's speech at the u.n. let's bring in our guest former trump spokesperson katrina pearson, but first want to get to hurricane maria

hitting puerto rico straight on the category 4 hurricane slam ming puerto rico with 155- mile per hour winds. fox news steve harrigan on the ground in san juan. steve what's the latest? >> reporter: an island of 3.5 million people in u.s. territory, and all 3.5 million right now according to officials without power. the conditions have eased a little bit, winds below 50 miles per hour but the rain is still falling, but at least now first responders and police can go out to try to begin to assess the damage and help those who urgent ly need it. earlier in the day we saw fierce winds whipping through here enough to snap the trees behind me enough to knock walls down, pieces of the hotel behind me off. it was just whipping around. right now, we see electrical crews go out as well. off and on foot there's so much debris in the roads it's simply very hard to get around, with downed power lines and downed trees so they're really trying to assess things even by foot

and the next concerns are going to be flooding. either flooding from rivers or perhaps mudslides especially in the central part of the country. recovery here is not going to be easy and it's not going to be quick. people are still out of power from hurricane irma two weeks ago and it could be weeks or months before this island begins to get back on its feet. >> liz: thank you, steve. on the ground in san juan puerto rico and now to mexico. a devastating 7.1 magnitude earthquake just 70 miles outside of mexico city. more than 225 now dead. that number expected to rise. the footage coming in stunning and look at this of a building collapse, listen. >> [shots fired ] >> liz: rescue workers racing to save people at least 20 school children among those killed, after their school collapsed and rescue workers on the scene asking for quiet in order to hear any voices from underneath. we're staying on that story for

you. the white house reporting that president trump did hold a lengthy phone call with the president of mexico this morning as well as a separate extended call with fema director brock long. switching gears now to the president's u.n. remarks on north korea the media melting down over it. let's take a listen. >> if you read the president's words he said that the conditions for total in north korea would be to defend ourselves and our allies. you can read that possibly even to open up a justification for preventive war against north korea. >> that is potential justification but the words " totally destroying a nation" of 25 million people, that borders on the threat of committing a war crime. >> why does he have to be so provocative all the time. we're talking about annihilating millions of people. this is not baby stuff. this is the guy who is leading the apprentice is now talking about nuclear war. >> [laughter] >> i can't take it. >> look this wasn't a speech. he wasn't a president, he was a

preacher up there giving his-- >> liz: this despite the fact that will clinton and president obama said that if the north korea used its nuclear the u.s. would retalliate. president trump said if, again he said if. also hillary clinton and her advisors also talked about preemptive war. preemptive military strikes to stop north korea. this despite the fact that the u.n. itself and numerous other countries have condemned north korea. media shots like the washington post said trump's speech was a conventional speech. the president basically supported human rights and he supported the u.n. taking care of problems like this. he opposed rogue regime, he was rocket man but it was in line with what other presidents said. again the president said what other democrats like bill clinton, obama said even when hillary clinton warned that the u.s. would retalliate if north korea uses its nukes. that's exactly what president trump said. if. let's take this to katrina pear

son. okay, katrina, let's get to this north korea slaughtered and starved its own citizens, kim jong-un killed his own brother and otto with. the dear leader of north korea uses anti-aircraft guns to kill his own people and shot two missiles over japan. why is the media in meltdown? >> well i think anyone that heard president trump's speech if you are an american and you love your country and you value american values, you heard that speech and you were cheering. you heard that speech and you thought yes, we have a president that actually cares about the united states and wants to put our people first and protect people across the globe from terrorism regimes that are hurting their own people. the media obviously has, they do what they've always done, liz. they take things out of context particularly with this president and those who support him and they create this chaos, this insanity around it . as you've

mentioned president trump said nothing different than obama when obama said he would destroy north korea or when bill clinton said there would be overwhelming retaliation and put an end to the country itself. he said absolutely nothing. he stated the obvious and it was very much pro-america and traditional in a sense but we have the media who are always going to criticize this president no matter what he says or does. >> maria: msnbc stephanie ruehl questions president trump 's speech and whether the trump voter understands the nuances of what the u.n. does. roll tape. >> would you categorize this speech i guess as unsophisticated so that there are lots of americans to the point that don't necessarily like the u.n. they might not understand the nuances and all that the u.n. does on a coordinate coordinated effort to protect us so on the face, could people view this as a strong speech not having an understanding of all of these disconnects required for the president to be impactful? >> liz: is the trump voter

unsophisticated and doesn't understand the nuances of what the u.n. does? you know, there's nothing that people love more than being patton the held and told that you just don't understand. this is exactly one of the reasons why president trump is president trump because they are tired of liberals and politicians and the elite class telling them what's best for them and what they should or shouldn't know and do and they're just tired of it. i think it's a huge insult to the american public but this also empowers president trump because americans voted for this kind of president, that kind of courage, that kind of the truthfulness. you know, rocket man is a very serious situation when you play with fire you get burned and that's exactly the warning this president was saying. >> liz: katrina, this msnbc remark about voters been unsophisticated about the u.n., does the trump voter get the " nuances" to not protect americans in other words nbc host like stephanie ruehl,

should they go to syria and see how fist it indicated the u.n. was when they did not protect these people from genecide there or how sophisticated it was when it did not protect women and children from the united nations peace-keeping forces doing things like sexual assault? >> do you know what liz? there are a number of cases that you can point out to show just that. just look at the mission statement alone in the united nations whether it was formed and ask yourself. is it living up to their own mission statement and you don't have to have a college degree or even an advanced degree to read a mission statement and to know if they're doing what they said they were going to do, so i do believe you know she deserves americans an apology. >> liz: bill clinton getting back to this point bill clinton and obama also said what president trump said that the u.s. would retalliate against north korea under their administration. let's take a listen. >> it's pointless for them to try to develop nuclear weapons because if they are using it, it would be the end of their country. we couldn't obviously destroy

north korea with our arsenals. >> liz: is there a double standard here? >> there's absolutely a double standard liz and my question would be perhaps president trump given a sophisticated speech like obama when he was talking about his diplomacy or even bill clinton in this case specifically with north korea. the reason why north korea is a threat is because of the sophisticated diplomacy of bill clinton and now we're looking at the same issue with iran. >> liz: katrina the final point hillary clinton and her runningmate tim cane also are on north korea saying things like this is hillary clinton. china come on you then control north korea or we are going tv to defend them against them rather north korea's nukes. this quote too, a president should take action to defend the u.s. against threat. hillary advisor retired admiral top advice o there said if there is credible intelligence north korea would use nukes and you

would launch a preemptive strike against north korea. your thoughts there? >> well absolutely this is what americans want. they want to know that the president of the united states is going to a) protect our allies and ourselves and to really be there, be that voice and that leader of courage. >> liz: but this is hillary clinton saying it. >> no that's what they were saying during the campaign and didn't work because people knew in 2016 which candidate really had courage and would do what they said they were going to do and that case it was not hillary clinton and a little plastic reset button is not going to solve the problem. >> liz: hillary clinton slamming president trump while promoting her book on steven corbert's late night show let's take a listen. i thought it was very dark, dangerous, not the kind of message that the leader of the greatest nation in the world should be delivering. what i'd hoped the president would have said was something along the lines of you know we view this as dangerous to our allies, to the region, and even

to our country. we call on all nations to work with us, to try to rent the threat posed by kim jong-un and not calling rocket man the old elton john song, but to say clearly, we will not tolerate any attacks on our friends or ourselves. >> liz: wouldn't tolerate to the point of saying we're going to do preemptive strikes if i'm president. hillary clinton's advisor saying that, right? >> well you know, crooked hillary has a different tone today than she did during the campaign. she must not have heard the same speech everyone else did because the president said he has been saying that for quite some time. kim jong-un has obviously continuing to shoot off those robs" which earned him his title and again when you play with fire you get burned and president trump is very serious about this. >> liz: what's the fallout from the media attacks on the president? it looks like his approval rating could go up.

what do you think? >> well i think that the president has had to really push through a lot of the negative media. you no one of the things the media used to pride themselves on is the ability to define a person and they've been trying that for a very long time but through the president's actions of him getting out there speaking past the media people are really truly starting to see that this president is serious. there are things he wants to accomplish. he wants to put america first with his america first policies and he wants to get things done. they've seen him reach across across the aisle from his own team so they see this president is serious about getting things done in washington. >> liz: thank you katrina, good to see you. >> great to be here. >> liz: here is the news affecting your wallets. no interest rate hike from the federal reserve the central bank announced today. a possible rate hike in december , that ten year treasury note is so important sets loan rates on things like mortgages and spiked higher on the news we'll watch that for you but it is a sign of the strength of the u.s. economy that the fed

>> i don't know what happened to bill cassidy but when he was on this publicity tour he listed his demands for a healthcare bill very clearly. these were his words. he said he wants coverage for all, no discrimination based on preexisting conditions, lower premiums for middle class families, and no lifetime caps. and guess what? the new bill does none of those things. >> liz: not so sure about that. obamacare repeal and replace is back senate majority leader mitch mcconnell set to consider the graham cassidy bill next week in one last attempt to get rid of obamacare. late night host jimmy kimmel says it's a bad bill but on the other hand senator rand paul says it does not go far enough. listen. >> as a physician i've seen obamacare up close and personal and i hate every bit of it.

force when it comes to fixing healthcare." graham cassidy bill is great now trump's approval rating could go up after this u.n. speech. what do you think? do you think that the cassidy program bill is a good one. do you think it will pass? >> well, in many ways i'm with rand paul that says okay let's do the full repeal but the votes weren't there and so the question that becomes that goes first to the senate is should we debate it and there's no reason why rand paul or anybody else should be voting against the first procedural vote which is whether or not to debate it and then the question becomes do you like obamacare or do you like the graham cassidy bill, which is a step in the right direction because pushing these decisions and these dollars in the administration down to the state level as a conservative that's something i thought we all liked is local administration. you have governor doocey for instance in arizona very supportive of this in backing

the bill and i think that would be a step better than what is the currently constituted obamacare. >> liz: the reason i brought up the president's approval ratings possibly going up that could help basically" it friday republicans to do things like reform of obamacare and maybe even tax reform but congressman, you have house minority leader nancy pelosi again using high person oily to attack reform as middle class families costs continue to go up. let's listen to how nancy pelosi described this latest bill. >> i think he has a really good chance to stop it in the house, because it does such serious violence to healthcare of people in california, new york and other places. >> liz: serious violence? >> i mean, i think she's so far off base, but that should again get more backbone to republicans

to vote for it. her opposition is a good reason for republicans to vote for it. look if we could just get republicans to vote republican, it would actually pass, but again, the first vote is the procedure. should the senate debate this or not. there's no reason why any senator should vote no on that. from there they can offer amendments, they can try to push through other things but let's at least have the debate and discussion and the ultimate vote >> liz: switching gears senate republicans tentatively agreed to $1.5 trillion. this is a plan on tax cuts. what do you think. do you think we get tax cuts by the end of the year congressman? >> i will be disappointed if they don't do tax reforms. i think we campaigned on it. it was a golden opportunity in time. i hate to give up on it. if the fallback is a tax cut that will be better, but the part of the discussion i haven't heard that we have to be discussing are where are we going to actually cut spending? because if you don't actually cut spending, then you just perpetuate this problem and we're going to have to up the spending to take care of florida and puerto rico and louisiana

huge stigma on us. we've got to do something to stop this. these people are being just deci mated. >> liz: we're just showing right now, split screening, venezuelan s basically eating out of garbage bags in a neighborhood of caracas. what did you think of the critique from venezuela that trump is now like ronald reagan? >> well you know it made me giggle because there's no way he can sell a better thing for donald trump than to be like ronald reagan and i think trump has done a great job on this and i think reagan did a great job on this and i hope donald trump is really flattered by the comparison even if it does come from a horrible person from venezuela representing maduro. >> liz: art let's switch gears the dow and s & p closed at record highs after bank stocks went up the federal reserve saying rates may go up in december and banks can make more money on loans. here is the thing, art you know this. the thinking is a rate hike could tip the u.s. into recession. i think 10 of the last 13 times

when rates were hiked we had a recession according to analyst david rosenburg. what do you think? >> oh, i font think so in this case. i think interest rates are so very very low elizabeth. if you'll have a good solid strong recovery you need a tip shield of treasury inflation protect and security, real interest rate of 2.5-4% which means you'd have to have a 10 year t-bond in the range of 6%, you know 4.5-6%. we're nowhere near that right now so i'm not worried about that. what amazes me elizabeth if i may is given the hurricanes coming through, the earthquakes happening, the north korea problem what's happening in venezuela, all of these problems and the stock market still keeps going up and up. this country of ours, elizabeth, is primed for an enormous expansion. if we can get the tax bill through, repeal of obamacare, we will just go and fly like an eagle in the sky. it will be just amazing.

offered private briefings to a russian billionaire. it's unclear whether he was linked to the kremlin. he allegedly is linked to it. again it's unclear whether mana fort knew the billionaire was linked to the kremlin. we'll follow that story again another anonymous source here and remember this, obama's national intelligence director james clapper denying the trump campaign was ever wiretapped. let's take a listen. >> for the part of the national security apparatus that i over saw as dni, there was no such wire tap activity mounted against the president-elect at the time or as a candidate or against his campaign. >> liz: but now this, the new report saying former trump campaign manager paul manafort was wiretapped before and after the campaign by secret court order. apparently under obama administration direction. the wiretapping continued into this year. economist ben stein reacted to that news on this show yesterday saying what is going on is "

borderline" let's take a listen >> i'll let you just go back in time and imagine if richard nixon had been found out to be wiretapping george mcgovern, can you imagine, can you imagine the craziness of the media would explode into if that had happened? can you imagine if the media found out that george bush 43 was wiretapping any of this democratic opponents or opposite numbers? i mean this is a major scandal to say major intrusion and like our government is lying to us once again, it's stunning to me that people at that level of authority and power and reach can just blindly go on television and appear before congressional committees and tell such wild lies. this is serious business when you have government bureaucrats listening in on the conversations of high political figures. that gets us into territory, that is not the way it's supposed to be played in the constitutional system.

brought our case a few days later. >> liz: at least a half a dozen people from the trump campaign including president trump, jared kushner and jeff sessions were talked about as being under surveillance but they were incidentally, in other words it was played down like it was not that big of a deal, but you know , now we're seeing serious wire tap allegations. remember the media called this fake news instead of investigat ing the story let's take a listen. >> its been a full three days since the president said that president obama had his wires tapped, his phones tapped at trump tower. in those three days the white house come up with any evidence whatsoever to prove that allegation? >> yeah, i addressed this multiple times. >> i want to follow-up on the question because the president made a very serious allegation over the weekend. where is the evidence? where is the proof that president obama bugged president trump? >> well, i answered this question yesterday on camera on

>> liz: joining me now contributor for the washington examiner giannaxe coldwell. good to see you. gianna, what do you make of the difference in tone between these two speeches? >> well you know what i always had a personal issue with the way president obama delivered that speech. i thought that it was too apologetic for our values. now i'll say although i sometimes i have issues with president trump and i'm vocally provider of those issues but i thought this was presidential. honestly i think he made the country in my view proud that we stood strong we're protecting our values obviously democracy is something that we believe very much in and on the point of what he said about north korea. look we're going to protect our allies or wipe you out pretty much is what he said and i think that something has been missing in this country the fact we're going to stand strong. we are the ones that the world looks to in times of need. especially when north korea has continued to send rockets as

for the american people. we want to make sure what we're hearing from our politician is something they stick to both when in office and out of office and just a point to the comment a little bit earlier. we have to understand the president of the united states is the most powerful man in the world and earlier we had president rohani come on and say his words were not only hateful but demanded an apology so while it's okay to have an america first approach we can't do that and alienate ourselves from other world powers. you can be america first and still be diplomatic at the same time. >> he hasn't got much of anywhere. we've been working with the u.n. there's so many sanctions on north korea it hasn't made a difference so at this point you need to know north korea if you don't stop this is what your actions are going to get you. >> liz: president trump was basically repeating what hillary clinton, bill clinton and obama said if north korea uses its nukes that the u.s. will retall rate. trump was in line with that. stick with us we'll have more from you after the break. we have this story for you

police to somehow stop things that which we know is a small fraction that have abused their power? does it stop them? i'm not sure it does so yeah this is influencing these youth. i don't even think they really know why they're kneeling. it's just something that seems to be a fairly popular thing at this particular point. >> liz: recent polls show, wendy , that the nfl fans don't like politics coming into the game and it comes at a time wendy when people are more and more cord cutting and getting rid of their cable tv, just doing streaming. i mean, the nfl charges billions of dollars for these nfl games. is this a business issue for them now? >> it is a business issue, because people are not watching the nfl for two different reasons. one, they're protesting it because some people believe that collin can needs cap needs to be in the nfl and others protesting because they feel like there's too much politics however at the end of the day they have to decide which line they are going to sit on and about the kids who are kneeling i'm a mother of a four year old and two year old
